Anticipatory Improvement Project of Sites with No Polluter - Phase Ⅰ (A Groundwater Contamination Site at Yongkang District, Tainan City)

This project is a non-polluter site remediation plan that is a demonstration plan for the Environmental Protection Agency of the Executive Yuan to accelerate the implementation of the remediation of contaminated sites. This plan adopts surgical remediation methods for pollution remediation, combined with the three parts of smart characterization investigation, multi-depth precise injection, and cross-hole earth resistance tomography detection of reagent transmission to feedback adjustment injection design dynamically, therefore improve the remediation effect. This phase of the pollution remediation plan includes pollution interception in the high-pollution area of Area A, the remediation of the pollution source area of the B area, and the remediation of the pollution source area of the C area and the downstream pollution plume. After self-verification and supervision verification, the total molar concentration of chlorine-containing pollutants in 5 verification wells located downstream of the interception wall in the pollution interception area of Area A has not increasing trend after statistical analysis and reached the planned target; 10 verification wells in area B all of the pollutants have fallen below the control standards and met the planned goals. Among the 13 verification wells in Zone C, except for one that is located in an acidic environment, the pollution reduction of the remaining 12 verification wells has reached the planned goal. The highly polluted area in Area A has promoted the degradation of highly polluted clusters through the bio-augmentation pilot test. Combined with the results of pollution remediation, the pollution plume range and concentration of vinyl chloride on the site have been greatly reduced or decrease, and the health risk has been reduced. The mode of the procedure of review, supervision, verification, and acceptance implementation under the special expert committee, supervision team, and the coordination experience with the development engineering unit, which can be well demonstrations for reference for other site. The domestic groundwater organic pollution site remediation technical manual compiled from the soil and groundwater management information system provides more domestic site remediation technical experience, which is beneficial to the technical improvement of the domestic industry.
